Ziel des Gesamtleistungswettbewerbs ist eine ortsbaulich und architektonisch überzeugende Projektlösung für die Nachverdichtung des Areals durch den Neubau der Truppenunterkunft, der damit erforderlichen Infrastrukturen und deren Umgebungsflächen. Die Planung und Realisierung haben unter der Prämisse einer nachhaltigen Entwicklung zu erfolgen, welche als Gleichgewicht zwischen ökologischen, wirtschaftlichen und gesellschaftlichen Kriterien zu verstehen ist. Die Totalunternehmerleistungen beinhalten sämtliche Planungs- und Bauleistungen, die gemäss Ausschreibung für die Erstellung der Truppenunterkunft nötig sind.
