Elle porte sur la conclusion de l'accord-cadre lui-même : aucune prestation n'est commandée ni rémunérée à ce stade. La description des prestations et leurs spécificités sont indiquées dans le Cahier des Clauses Techniques Particulières (CCTP) joint au présent Dossier de Consultation des Entreprises et commun aux présents accords-cadres et aux marchés fondés sur l'accord cadre (marchés subséquents et marché à bons de commande)
