Summary
CPV: Stadtplanung Le présent marché porte sur l’élaboration du plan d’affectation cantonal (PAC) du pôle de développement économique du Crêt-du-Locle, à La Chaux-de-Fonds. Le mandat est confié à un groupement pluridisciplinaire de mandataires réunissant notamment des compétences en urbanisme et aménagement du territoire, mobilité, environnement, paysage et nature, génie civil / équipements ainsi qu’en économie / développement. Les prestations comprennent l’élaboration du dossier complet du PAC et des études associées jusqu’au dépôt pour examen préalable auprès des services cantonaux (phase 1), puis l’adaptation du dossier à la suite du préavis de synthèse et sa préparation en vue de la mise à l’enquête publique (phase 2a). Le mandat s’appuie notamment sur le Masterplan Ouest-Menées 2026, le schéma directeur de 2014 et les planifications supérieures existantes. Il comprend la coordination des différentes études spécialisées et des interfaces avec les procédures et projets parallèles. La phase relative au traitement des oppositions et à la préparation du dossier en vue de son adoption par le Conseil d’État (phase 2b) ne fait pas partie du présent marché.
